Q: how do you measure 1/8th and 1/16th of a teaspoon ? do you use a syringe or just guess and what difference does it make how much you put in ?

A: 1/8 teaspoon is .06 ml and 1/16 teaspoon is .03 ml. As these are dry ingredients I would not use a syringe to measure unless I am losing something in the translation. Essentially, you can never add too much yeast. The more yeast you add, the faster fermentation will begin and the sooner it will end. The purpose of using a smaller amount of yeast is to stretch it out to make it last longer. Personally, I use lots of yeast and reuse it and it shaves several days off of my fermentation time, but some people don't like to do this.

Thanks for bringing this question to my attention. I will update the instructions that ship with the kits to take metric conversion of teaspoons into account.
