You can make cider without extra sugar, however it will ferment very fast and you need to be careful about it getting too dry to drink. It will also have a very low alcohol %.

If you don't see some signs of life after 24 hours, add more yeast.

More than likely, the amount in the grape juice is too small too prevent successfull fermentation. In my experience, it causes a slow start but after that- yeast wins.

Dried malt extract (DME) also makes great EZ Capped beer, but the hopped variety is nearly impossible to find (and not hopped enough), so the hops must be added as an additional step.
