Are you referring to wine that has already been made? In that case you need a vinometer. I've never used one, but here's a video on how they work:

Is this a refrigerated beverage? The colder the temp, the more gas a fluid retains, so less carbonation. That's why you never want to open a warm bottle of champagne. If its just too carbonated for you, the easiest way to bring that down is to unscrew the cap and let some of the gas escape naturally...

It will stay carbonated whether you leave the cap on or swap it out for a regular cap. Wait until the beverage has cooled before swapping the caps or else you'll have a mess.
